By decree No. 2020-536 of 7 May 2020, the Government organized the resumption of several deadlines that had been suspended by Ordinance No. 2020-306 with regard to the construction, installation, development and work on electronic communications infrastructure and the control and manufacture of drug precursors. For reasons related to security, protection of public health and safety and the safeguarding of employment and activity, the acts, procedures and obligations referred to in the decree thus resume their course as of 9 May 2020.

Decree No. 2020-545 of 11 May 2020 specified the general measures needed to deal with the COVID-19 epidemic, as well as the procedures for classifying the territory of the overseas departments and communities into green and red zones according to their health status. Measures have also been taken with regard to the movement and assembly of persons (end of restrictions on leaving the home, obligation to wear masks on public transport, limitation of gatherings in public places to 10 persons), establishments receiving the public (ERP), as well as provisions relating to the control of the price of hydro-alcoholic gels and the requisitioning of any goods, services or persons necessary to deal with the health crisis. This decree is only valid until May 12, 2020, to compensate for the late promulgation of the law on the state of health emergency, which is expected to come into force on May 13. It repealed Decree No. 2020-293 of 23 March 2020 prescribing the general measures needed to deal with the COVID-19 epidemic in the context of the state of a health emergency (with the exception of article 5-1 thereof relating to the quarantine of persons arriving in the territory of an overseas collectivity or in New Caledonia).

By Ordinance No. 2020-539 of 7 May 2020, the Government put an end to the suspension of many deadlines provided for in Ordinance No. 2020-306 of 25 March 2020 concerning certain specific deadlines applicable to town planning, development and construction during the period of health emergency. This order thus provides for the end of the suspension of many deadlines on 23 May 2020, particularly concerning town planning authorizations.
